This is about censorship or suppressing someone's voice of what they want to say. Silent voices - they want the voices to be silenced so they cannot spread their message any longer.
Think of the example of the children who are immigrants at this time and locked away from their parents......we do not hear from them- they are silenced. It is also hard to get NEWS about immigration problems right now. The current virus and politics are taking over and we are forgetting about children who need to be with their parents.
I think the answer is: Because there can be more than one main conflict in the story, and that mabey there was still more the author relized he can put into his story to make it more exciting and fun to read! I'm not 100% sure though. But I have read this story.
